Europe holds the majority of frozen Russian sovereign assets. Two concrete actions are open to European policymakers and the public.

    Ratification

    Urge ratification of the Claims Commission Convention.

    The Convention establishing an International Claims Commission for Ukraine — signed by EU + 35 countries in December 2025 — enters into force only after 25 ratifications. Contact your government's foreign ministry or parliamentary representatives.

    Asset transfer

    Urge support for principal asset transfer.

    Current windfall-profit mechanisms generate approximately €3 billion annually — far short of Ukraine's reconstruction needs. Advocate for moving beyond interest-only approaches to full transfer of principal assets as a lawful countermeasure.

Two bills before Congress.

Two pieces of legislation currently before Congress would advance the repurposing of frozen Russian sovereign assets. Contact your representatives and ask them to co-sponsor these bills.

  1. S. 2918

    REPO for Ukrainians Implementation Act (REPO 2.0)

    Mandates the transfer of an estimated $5 billion in frozen Russian sovereign assets under U.S. jurisdiction into an interest-bearing account. The President would be encouraged to direct at least $250 million to benefit Ukraine every 90 days.

  2. H.R. 4346

    PEACE Act

    Mandates the Treasury Secretary to seize covered Russian sovereign assets and deposit them into the Ukraine Support Fund within 90 days of enactment.
